Preheat oven to 350°F. Spray three 8-inch round cake pans with baking spray.
Blend both cake mixes, water, eggs, and oil in a large bowl until moistened, about 30 seconds. Beat on medium speed 2 minutes. Divide batter evenly into pans, about 2 cups each.
Bake 24 to 28 minutes, until toothpick inserted in center comes out clean. Cool on wire rack 15 minutes. Remove from pan and cool completely.
Use a 4-inch round cookie cutter to cut a hole in the center of one cooled cake layer (you can approximate and use a small knife if you don’t have a cookie cutter).
Scoop frosting into a large bowl and use food coloring gel to dye it the color of your choice. Place one whole cake layer on serving plate. Frost with about 1/8-inch-thick layer of frosting. Top with cake layer that has the center removed. Fill the hole with your candy and/or sprinkles of choice.
Frost the top and then top with the second whole cake layer to seal in the candy. Frost entire cake with remaining frosting. Decorate with sprinkles and candles. Slice your Joyfetti™ piñata cake and enjoy!
