Preheat oven to 275°F. Place rack inside rimmed baking sheet and spray with cooking spray.
Stir together 1/4 cup brown sugar, paprika, salt, granulated garlic, granulated onion, pepper, chili powder, ground mustard and cayenne in small bowl. Remove 1/4 cup of rub and set aside.
Season ribs on both sides with remaining rub. Place on baking rack and bake 3 hours, until tender.
Meanwhile, stir together tomato sauce, molasses, remaining 1/4 cup brown sugar, vinegar, Worcestershire sauce and reserved rub in small pot; bring to a boil. Reduce heat and simmer until thickened, about 30 minutes.
Spray cold grates of gas or charcoal grill with cooking spray. Preheat to medium heat. Brush cooked ribs with sauce on both sides. Grill until lightly charred on each side, turning and basting with more sauce as desired. Serve with any remaining sauce.
