Preheat oven to 325°. Line a 9"x13" baking pan with parchment paper or foil and spray lightly with cooking spray.
Combine brownie mix, eggs, oil and water in a medium bowl and stir until well mixed, about 50 strokes. Pour into prepared pan and bake 24 to 27 minutes. Brownies are done when toothpick inserted 1-inch from edge of pan comes out clean. Let cool, remove from pan, and slice into 20 squares.
In a microwave-safe bowl, microwave frosting 5 seconds, stir, and microwave another 5 seconds or until thin enough to pour.
Dip the bottom of each marshmallow "ghost" into frosting and adhere one to the top of each ghost brownie. Spoon or pour the remaining frosting over the top of each brownie, allowing it to drip down the sides. Let cool 15 to 20 minutes or until the frosting is set and dry to the touch.
Use black gel icing to create a spooky ghost face on your Halloween brownies!
