Preheat oven to 350°F. Spray two 8-inch round pans with baking spray.
Blend cake mix, water, eggs and oil in a large bowl with an electric mixer on low speed until moistened, about 30 seconds. Beat on medium speed 2 minutes.
Pour half of the batter (about 2 cups) into a separate bowl. Use food coloring to dye each bowl of batter a different color of your choice. Layer batter into pans starting with about half of one color, top with half of the second color and repeat layers to use up all of your batter.
Tap pans on counter a few times to blend colors slightly. Bake 24 to 28 minutes, until toothpick inserted in center comes out clean. Cool on wire rack 15 minutes, remove from pans and cool completely.
Scoop chocolate frosting into a large bowl and stir in black food coloring gel. Place one cooled cake layer on serving plate, flat side up. Frost with about 1/2-cup black frosting. Place second cake layer on top and frost entire cake with black frosting, reserving about 1/4-cup frosting. Refrigerate 15 minutes.
Place 1/4-cup vanilla frosting into each of 3 small bowls. Use 3 colors of food coloring to make 3 different bold colors. We chose purple, teal and royal blue but a neon green or pink would be nice options as well.
Remove cake from refrigerator and use an offset spatula to dab frosting colors all over the top and sides of cake. Each dab should be about 1-1/2 to 2-inches wide. Completely cover the cake with black and colored dabs. Try your best not to blend the colors too much at this point so it's best to use a clean spatula when you switch colors.
Once your cake is a complete mess of dabs, use the side of a long, clean offset spatula and smooth the top of the cake in one even swipe across the top. Clean the spatula and then do the same thing to the sides of the cake. Decorate space-themed cake with star sprinkles, slice your galaxy cake and serve!
