Preheat oven to 350°. Line 24 muffin cups with paper liners. Blend cake mix, water, egg whites and oil in a large bowl with an electric mixer on low speed for 30 seconds, until moistened. Beat an additional 2 minutes on medium speed.
Pour batter evenly into muffin liners. Bake 16 to 19 minutes or until toothpick inserted into centers comes out clean. Remove from oven and cool in pans on wire rack for 15 minutes. Remove cupcakes from pans and cool completely on wire rack.
Place about 2 tablespoons of vanilla frosting in a small bowl. Unwrap candy strips and cut into 1 1/2-inch rectangles. Dip one pretzel stick into frosting and wrap one trimmed candy strip around it to form a flag. Repeat with remaining pretzel sticks and trimmed candy strips.
Frost cupcakes with remaining vanilla frosting. Place 3 to 4 fruit candies on top of each pride cupcake, along with 1 candy rainbow flag each. Serve.
